Depending on goals you might get different advice but generally people want Phoenix to transition into empire (dominat meta with ep/Vader/thrawn) then towards the heroes journeys.
Phoenix also give you pilots to get a legendary capita ship and are required for the thrawn event and but not required to get EP.
