Grand moff tarkin potency
According to tarkin's basic ability which allows him to gain potency everytime he uses this does this mean that he can gain infinite potency if his special move is never used?

Wait but, if Tenacity Up gives 999900% Tenacity, say Tarkin has a base potency of 100%, he only has to use his basic 19996 times to be able to apply debuffs to a character with Tenacity up!
