The reason why sion did not revive is because it is not based on something embedded in the characters stats, like the held by hatred buff, or bounty hunters resolve.
For example , if you annihlate boba, you will notice he doesnt revive either. However if you try to annihlate zombie, she will come back because the zombie relies on the nigntsisters which is embbeded in her coding. I have not tested it out on hk47 but i am assuming it is the same as zombies.

No I know Annihilate prevents revivals for most toons but Nihilus never used Annihilate, he used Force Drain
