I can't imagine a fix that would make him worthwhile would even be hard to implement...it could be as easy as having him prioritize #1-MT, #2-SFFTF, #3-Basic.
If he used MT as much as possible he'd use it on turn 1, 4, 7, 10, 13, 16...
If he used SFFTF on turn 2 and as much as possible while MT not on cooldown, it could be used 2, 6, 10...
So essentially given that cadence HY would be on turn 10 before he even got back to a turn where both his non-basic skills were off cooldown...and really up to that point it would probably be pretty close to how a player would actually play him other than he's probably not going to make the best choices in who he gives MT to and which enemies he targets to be attacked...which isn't a big deal because all AI seems to suffer this syndrome. I'd be rather happy if my HY maybe used the wrong skill on turn 10 rather than played like a dork right from the start.
This is literally how other AI is already coded...think about Vader for example, as he has 3 skills. His AI seems to be smart enough to use Force Crush before Culling Blade and not spend multiple turns he has specials off cooldown spamming basics. If we gave Vader Yoda's AI he'd use Culling Blade on his first turn then spend the rest of the fight spamming his basic.
