All potency primaries and secondaries are percentages. How much should you have? As much as you can. There’s no set number. Just put your best potency on him.

In my experience 90% is the range where you can stop thinking about RNG as a factor, except against Bastilla and Yoda

Chewie has a base 38% Tenacity.
Counting the minimum 15% Resist, makes 53%
So at 53% Potency you already get to the minimum chance of resist (53-38=15). Any excess Potency will not lower it below 15% as it is the fixed minimum.

This is assuming that he doesn't get more tenacity at the event.

Are you talking about for inflicting debuffs, or for a bonus under Boba lead? I had 75%+ potency on all of mine and used Boba lead.
