Mods:
Aim to complete the highest tier of both health and defense mod challenges. That will get you better mods in mod shipments. I would postpone farming resistance for the speed mod challenge a few months still, since you have more important things to farm currently. (However, farm the Millenium Falcon node every day.). Just do whatever mod challenges you can with your rebel, scoundrel, FO and Empire for now. Do each tier available once and work with what you get, unless you decide to postpone character farms in cantina. At the same time be aware of mods with speed primaries/secondaries in mod shipments.
Furthermore, you can gain an instant improvement by simply sorting your current mods better. The filtering option on swgoh.gg revealed a few obvious mistakes:

Arena team:
You don't really have the characters to build a Rex lead team just yet. Characters like Thrawn, EP, DN and MT work well under Rex lead — or even R2D2, Leia, CLS and Old Ben. However, you will have a few of them soon, on your current farming path towards various legendary/heroic characters. Just be patient. Alternatively you could work towards a team with EP lead, Vader, Sion, Thrawn and DN.
