How do you get Tusken Shaman shards?

Probably because of predictions that there may be some tusken-related content around the corner(even legendary event/character) judging from "The Book of Boba Fett"... IF there is something planned it will still require to buy/panic farm some new marquee - but those three Tuskens we have right now will most likely be required, so...
