How exactly does Phasma's Victory March work?
The turn meter boost - is it a one time thing like Consular's heal? Or does the turn meter boost last for a couple turns?

Actually, this is a great time to use it - especially in arena. Often she gives the faster heroes on your team a 2nd attack before the opponent even gets 1 (or at least gives heroes an attack before they normally would). That can often mean 1 more enemy down before they get a chance (or another chance) to attack.
In arena, the match is usually won or lost in the first round or two - especially at higher levels because of the DPS.
