How is Palpatine getting so many “Power of the Darkside” shocks?

Palp gets very fast when his multiple shocks are out in the field. Especially with his other special, which can give an another turn immediately.

That's all I can think off. Thrawn could be giving him turns too but I don't really know how the AI operates so not gonna go there
