How is Palpatine getting so many “Power of the Darkside” shocks?

I have noticed that too. I also noticed that palp's basic attacks misses A LOT. I've never seen his basic deflected before the reworks and now its 10-15% deflected doing no damage at all. And the toons in the team miss quite a lot under his leadership with no foresight or evasion up or anything. My Vader even missed on a stuned toon once. All of this is telling me that there are some serious issues here regarding Palp .
