You can't choose but my Zaul team is quite fast so SA just ensures everyone goes first.
I run her in various sith teams. ZZDN, Zavage, Dooku, SA, ST ... Zaul, Zavage, ZZDN, SA, ST ... Zaul, Thrawn, ZZDN, SA, ST .. etc.
