It definitely was before but TB changed it so that everything matters. Leveling every toon to 85 gives more GP = more TP = more stars = more loot from TB.
Also eventually guilds will have min GP requirements to join.
I think you are over valuing raw GP... Yes they are worth something but not nearly as much as the proper teams to defeat the battles in TB.
