IG-88 or Savage Opress?

So, there are just 12 characters you can get from arena. And I think that IG-88 and Savage Opress are the best on that list (also Darth Sidious, but you need a LOT of shards). So who is better? I'm level 36, and aiming for PVE. Ty

    I don't have 88 but I DO have savage. He's pretty awesome but I wish his special attack hit the whole board like in the challenges but then that would make him just like maul.
