so i do understand exactly how mods works with how they are supposed to re-roll and such i have plenty of extremely good speed secondary mods but this surprised me. what i do not understand is th...

Even 5* mods start at a maximum of 5 speed so OP definitely levelled it to level 3 at least to get that 6, and hence why there was no further increment.
