I know you touched on it, but a lot of the Jedi have useful effects that get fired on their basic counters: JC: cooldown -1, Yoda foresight, Lumi evasion up.
One thing I've always been curious about, but haven't quite been able to confirm: do counters count as a "turn", in terms of reducing cooldowns? I mean, if for instance Lumi has 1 more turn cooldown on heal, and does a counter, does this reset the heal cooldown?
@El_Duderino You're welcome for the write up. Ima Gun Di is by far my favorite hero to use in game (maybe not my favorite lore wise, but he has such a great hero kit). Anyways, to answer your question, no. A counter attack does not count as a turn. So, if Lumi has 1 turn cooldown left and she counters, she will still have 1 turn cooldown when her turn meter fills and her actual turn happens. Now, there is the exception of Jedi Consular. As you said, his basic has a 25% chance to reduce all current cooldowns by -1. With the new lvl 80 lvl cap, he can upgrade his ability to have a 50% change to reduces cooldowns. Very effective.
Ima Gun lead is just so great. Plenty of times I have used Yoda's Unstoppable Force ability to reduce an enemy's turn meter, only to have him be attacked and counter, gaining foresight and turn meter. A great set up for his Battle Meditation. Or QGJ gets hit, counters, and gains 65% turn meter to go again. Even better is when my Aayla counters and calls in a Jedi ally to assist. So much awesome.
