Is it cheating or is the mod lock in bugged?

My opponent has so pretty sweet mods on his arena team. His other teams are much slower. I sent in my imperial troopers where my fastest was at 256 and his ventress was at 195. Both get speed bonuses from their leader, but regardless his ventress went first, his whole team went right after... The were all slower but blew me up. Then I started wondering about all these claims that you can swap your best mods to teams before placing them and they keep them. If this is true can it be addressed or should everyone use it. If its not true then I'd like to know so I can report this guy who used 2 attacks against my decked out trooper squad and killed 2 of them...
