Is it intended that JKL (without JKR) struggle so much against GAS nowadays?

Exactly the title. JKL used to be able to duo with HODA against GAS + 501st. Now he struggles to beat them without JKR/OR Jedi. He requires the most legendary characters out of the three, relic characters & much more GET1 and yet he can’t beat neither without JKR/OR Jedi OR JML. Didn’t CG say characters with lower requirements aren’t intended to outdo those higher, hence the great nerfs that occured last year? Just today a JKL squad with HODA & KAM couldn’t even finish off damaged GAS & 501st in Ahnald’s stream.
