To answer your question no, you should not get CLS at your point in the game. Why is that though?
The main problem with CLS is, that he may be a top tier squad, but to get all the pieces needed for this squad, you need to put ressources into alot of outright bad or at best mediocre characters to unlock 2 of his teammates (Ewoks in particular).
So there is one reason, why CLS early doesnt make that much sense, now people might argue, you can use lower tier rebels with him, but then the team just isnt nearly as powerfull, as he can be, and he will get beaten up handily by most other teams, thus negating any advantage of getting a good team early.
Then get to the next BIG problem with CLS, he doesnt provide you with a fleet early, and the rebel fleet is a pain to get going early, and one of the most wastefull ways you can get a decent fleet, especially compared to early geonosians.
Sooo, this is alot of reasons, why you should stay well clear of anything CLS related early game. But what should you do instead?
The most efficient way, to get a top tier team, and a good foundation for your future fleets is going for the Geonosians, and transition that into a padme team (that is gonna be your top tier team). This will not only give you 2 very good teams, but if you also farm the geonosian ships, a very very strong fleet for the early and midgame, till you can transition it into either a negotiator (also aided by the fact, that 2 of thoose pilots are allready in the padme team), or into a malevolence fleet (where you use the geonosians and the vulture droid + hyena bomber pilotless ships).
