Before the lv 70 update, Devs stated the highest he could get (at that time) was 5* if you did all the achievements. That is why they left all 6 and 7 star vaders with the power of a 5* since that was the highest attainable. I do not know (but seriously doubt) there were enough 60-70 achievements to be able to 6* him though. But he is still able to get 5*. just keep at those chieves!
