I got him 60lvl and gear VII + 4/6 .
Nope, he is still very bad. Can't even perform the AOE + throw saber combo if enemy has fast characters or phasma or Talia. They get 2 turns and remove debuff before Vader gets his 2nd turn. He is very slow and his damage is bellow average. The aoe has low damage even with sidious as leader. I can try get him to VIII but i don't think he worth it since you can't get him above 4* stars.
I think slow characters should have higher damage than faster ones to make up for their lack of speed.
When you see characters like Geonosian soldier calling assist every second round, being among top speed characters, getting additional turn meter from crits and getting offence buff too, there is nothing really to compare.
Is it balanced to have 2 attacks that do X damage vs 4 attacks that do 3X damage within the same amount of time? The more i play the more i realise that speed = everything in this game.
