ITF, Hound's tooth and dodge rate

So I just lost a battle because ennemy ITF with Breach on dodged twice in a row

After the battle I checked the stats, His ITF has 23,83% dodge chance

Breach with hounds tooth reduces Dodge rate by 25%

23,83 - 25 = -1,17

I'm no mathematician but I can sense there is something wrong, and tilting, about that.

So anyone have an explanation ?

    If I understand it correctly if reduces the rate no chance to dodge. so it will reduce that %23.83 by %25 making it around %17.85.

    The description says "-25% evasion"

    If it's what you say it's totally unclear and counter intuitive, but hey that wouldn't be a first in this game
