This has come up a lot the past few days on my guild chat. Small sample size but a guildmate and I just payed for a combined 6 refreshes, no JE. I paid for 3 of the jawa/ewok packs the other day...

Selective memory.
I've been trying to 7* Dengar for about 2 months and he's 4*. This is including a few paid refreshes and getting up to check when I really should be sleeping.
Picked up JE shards along the way but now he's ahead of Dengar.
