Hi, I don't know why the limit of speed of jkl never work. I've recently tried on maul, and this one never seems to be affect. In description it's written only gl or person with speed already...

Depends. What speed is your Luke in comparison to the Maul you faced? What was the rest of both teams? If they are already slower than Luke there won't be any effect.
Remember Luke needs to take a turn before the speed reduction will apply.
Finally, perhaps a silly question, but you have got JKL in the leader slot?
