I'm curious what base speed refers to here. Is it before mod speed (what we generally refer to as base speed) or is it after mod, but before buffs? I only question because leadership specifically me...

If it’s with mods and you put no speed mods at all on him, your opponent could get 2(or more) turns in before the ability ever takes effect. I don’t recall it saying JKL is immune to fracture
