- crzydroid6 years agoHero (Retired)That seems to be worded the same as Chewbacca's special, which will also have the dispell dodged with foresight. Devs have said that is WAI, as the dispell itself is considered part of the attack that can be dodged.

Stasis Strike
Dispel all buffs on all enemies and Stun target enemy for 2 turns, which can't be copied, dispelled, or resisted. Then, deal Physical damage to target enemy and Kylo gains 20 Siphon until the end of the encounter. On a critical hit, Kylo gains 40 Siphon instead. Order in the description mean nothing.
As other have said it is because the attack can't be evaded.
Evasion is all or nothing, if part of an ability is evaded it all is.
B2 was the only ability they specified an order for and they was before they made some things standard
