Kenobi shard farming

What stops the top guilds from guild hopping and farming 6 kenobi shards per hour? They took away the 48 no reward rule right? Should be very soon to see 7 star kenobi if so

Edit: depends if they enforce that strange 210k raid currency per week limit.
