Didn't you think that introducing character who was made from nothing with sole purpose to "represent" someone can be pretty rude? "Hey, people, you are disabled and we are specifically pointing that out!". Compare that with way in which already mentioned major characters with disabilities were put into the universe. No one specifically poke on their disability, instead it was just integral part of the plot. There is nothing wrong with inclusiveness by itself, only with very clumsy way in which some companies are trying to force it.
I'm not on the production team, but I'd wager you have the order of operations wrong here. If I had to guess, I'd say that they had a directive to create a new character first. Then, after knowing they had to create a new character, they decided what they wanted to do with it.
So, if my assumption were correct, which part of it would you be upset about?
