Slave 1 has been around forever, and it's the login toon.
Most people running the current popular fleet have HT at least 5*, and probably XB as well. That just leaves IG - and that's easy for F2P to take from 3* to 5* for an unlock in a very short window - 95 shards could be farmed rather quickly.
7* is a bit more challenging for anyone who isn't spending/farming since IG went farmable.
