Chirrut is likely to either dispell it with his special, or resist it with an existing tenacity up. Same with kanan. So no big deal on them, and very little reason to use it on them in the first place. Much more effective on other attackers.
I also wondered about Jedi and sith, if it should be less effective on them due to force sensitivity. But unlikely.
I guess for zHan solo or other double tappers, it would only affect the first attack?
