This is right. The bonus is of his crit damage stat, not how much he may have previously crit for.
With base 150% crit damage he will hit with 175% damage. With 180% from a set he will hit with 190%. With 186% from a triangle he will hit with 193%. With 216% from a triangle and set he will hit for 208%.
So he loses a tiny bit when modded with both a triangle and a set, but gains everywhere else. I feel this is a balanced approach to dealing with the Unmasked issue...when you consider that the attack can no longer trigger Zarriss, Rex, GK, Zaul, Biggs, etc., on the whole I'd consider this a buff. No doubt others will disagree.
