I think I already know the answer.
This would be the most logical way to make money. It's what they've been doing to the characters the entire time, buff ones that nobody farms and nerf ones that are at the top so whales spend more to stay at the top. It's a long term bait-and-switch but it does keep things interesting when a character like RG suddenly becomes OP and you've had him levelled since the beginning. I felt the same way when Magnaguard became op.
