There are no Jedi teams in the top 100 of my shard... much less top 20. Also, running Jedi with Palpatine seems a little weird but if you're seeing that, then it is truly meta-breaking and out of the box thinking.
Admitting that a High speed Palpatine is OP because of the mass stun.... errr is not something to rely on and with a little tenacity, it hasn't been a problem for me.

As far as strategy, if I had a Jedi team lead by Palpatine in my shard I imagine I would have passed it up about Arena Rank 2,000.

That's kinda weird because I see a ton of Jedi teams in the top 100 and many in the top 20 on mine. They all have Obi general and a Qui Gon lead.
