I went and checked all my top 20 to see who doesn't have palpatine, 9/20 don't use palp, most of which are also zader teams, and the first Jedi team doesn't show up until 38. And as for palp being OP the easiest way to counter is tenacity up, palp's base speed is 122 so Rex, chirrut, and Yoda all give tenacity up to all allies, first order officer and zeb (although he's slower) can give themself and tenacity up to the ally of their choosing. As well as characters like B2 who just have high base tenacity
