not sure how old your shards are ... nobody on my ?december? squad runs a "jedi" squad. also, nobody in top 20-10 counts on palp. nobody (except me sometimes) runs rebels as lead (now running jyn for fun) but the wiggs lead has been gone for at least a month.
zaul is the new meta. yes, sometimes palp absolutely helps this. this is most easily dealt with a FASTER rex or chirrut to land tenacity up and then palp is ignorable.
on swgoh.gg meta report, palp currently is included in 2% of the meta. he is currently a problem for you probably b/c the age of your shard (just guessing that maybe you have a younger shard?).
focus on SPEED mods and secondaries, get a faster toon that either stuns palp (jyn, your own ep), dazes him (maul), or grants tenacity (yoda, etc).
if you have a younger shard, I recommend focusing on Zaul lead. the only problem with this though, is that you are chasing the "current" meta ... always risky you have a ton of investment to only get ~ 1 month before meta shifts.
