I have been in that exact situation before, and it took me awhile to get out of it. Part of the problem was that I played the game for a few days when it first came out and then came back earlier this year. As a result, my shard was super old. But that was only part of the problem. Here are a few of my suggestions on how to move up.
Create a swgoh.gg account. This won't help you by itself, but it will make managing your team easier and it will make it easier for people on the forums to help you. It only takes like 5 minutes to set up.
Mods. Focus on getting 5 dot mods (health mods are perfectly fine). Modding characters is extremely confusing for anybody not at the top of their arena (I still don't fully understand them). With that said, I highly recommend using http://apps.crouchingrancor.com/Mods/Advisor to mod your character (only the ones on your arena team). This was one of the main things that boosted me over the 1000 mark in arena. There is one catch though. Only mod a character once. It is extremely expensive to level up mods (around 500k for a 5 dot), so you want to make sure you pick the right mods the first time.
Whenever you can, start farming Rex. Tenacity Up will help you shred teams with characters like Vader, Emperor Palpatine, and any other characters that rely heavy on debuffs.
You might also want to look into adding a dispel character to your team (QGJ, Boba, etc.). This will help you work around tanks instead of having to focus on them.
Learn what order to target enemy characters. One mistake I used to make was taking out an enemy healer or tank first. Instead, you want to take out the enemy's highest damage dealers first. Save the tank to last and save the healer until before you take out the tank. The reason for this is that tanks do almost no damage, so if you can work around their taunt, they are not a concern. Also, healers are pretty useless if only one member of their team is taking damage at a time. They have to either waste their heal on one character or ignore them.
Figure out your team's strengths and weaknesses. For example, I know I can't beat Chaze or Nihooku easily, so I avoid them if possible. On the other hand, I am really strong against Wiggs, Scoundrels, Sith teams, etc., so I pick them if they are available.
Stick with one team. To excel in arena, it is important to focus on one team and one team alone. Once you decide on a team, stick with it.
