You are jumping to conclusion imho. Remember the release of JKR, not too many peeps were able to get it, but those that did dominated arena. DR got released 2 weeks late compared to JKR I think, more will get it, but it will still be limited. In terms of workings of the team, I don't see it falling short of JKR, only better thought out in terms of power creep. It's not immediate and impenetrable power creep.
Nerfing JKR is a really bad idea, that ship has sailed loooong ago. Only thing we can expect for CG to do is not repeat the humongous insta creep. And as far as I've seen DR suceeded at that.
