Mastery without relics?
So, in regards of toons altering the mastery of other toons (GL's), does the other toons needs to have relics to see those mastery stats changes? Or will it work on, for example, a G12 character?

Correct but characters can have negative mastery. They said that if there was no positive mastery (either it had already been taken or wasn't there in the first place), the character would get negative mastery.
