Maul zeta mechanics?

I have been facing some all sith maul zeta squads in pvp but I am stumped on how their speed works. The team I faced last was maul(zeta) 153 speed Vader 178 nihilus 181 Sidious 205 and palp 196. My team is qgj(zeta) 194 yoda 222 jka 190 palp166 and shoretrooper 130ish. With 30 speed bump from qgj my yoda is 252 but for some reason Sidious goes first. I know they get guaranteed crit out of stealth but that shouldn't be turn meter gain like phasma gives. Any help to understand this would be great. Thanks.
