Moff Gideon Imperial Troopers Conquest revive question

Question

What Conquest mechanic allows imperial troopers to keep reviving? Whose kit am I misreading?

I had to kill Gideon and troopers multiple time, and there was even a final revive of two troopers after Threepio & Chewie mass wiped everyone (who then focused my Han and ended my potential three star run).

Looking for help for something I can't figure out, please.

Imperial Edict.

Gideon leadership + Imperial Edict modifier.Gideon allows one revive, and so does Imperial Edict. It's a really annoying combination

I still have nightmares after the last Gideon GC, I ran Vader lead with Sith Empire for crowd control. After a succesfull run only Death Trooper remained, the kitten got his last revives and managed to get a turn. After all the Vader turns, Gideon's leader ability powered up the damage so much, he oneshoted my Malak with a 300k hit.
