I have yet to experience that and I intentionally wipe regularly with lower leveled toons to burn the oppositions' specials. Then come in with my A, B, or C team to finish the job. @ level 64, I'm reliably facing level 64 and 65 7* toons all geared VII or VIII. I suspect--and my be wrong--that the teams are improved because other players have their core teams rounded out now, and the game has to choose from a pool of 5 or 6 characters instead of 10-20 per player for a viable team. I've seen it get this wrong and drop in a high star but low level character several times. But that is random
At this time GW is more like a complex rock/paper/scissors match than of old. You're facing Condi/Counter(C-C) teams, Slow/Shutdown(S-S) teams, or Heavy Heal(H-H) teams. H-H beats CC, C-C beats S-S and S-S beats (you guessed it) H-H teams. Interspersed, if you're lucky, are the occasional mixed teams with little if any synergy.
My core team consists of Lumi, Sid and (I'm going to get pissed on for saying this) Chew-freakin-bacca. Losing any of those three before the last three matches is an unacceptable win and forces a retreat from me.
Lumi is usually in the lead of any team. her evasion and heal over time is worth it.
I add JC and Barris as my H-H roundup (sometimes Daka but teams tend to focus her in mid-later matches). For this team only I may drop Chewie out of the lineup for Vader or Boba ( or some other tanky damage dealer). I usually leave him in to soak up damage and conditions. Folks will berate this as a slow and weak team. They're quite right. But this isn't arenas. I can reliably finish most of the board with this or similar and have my characters near full health going into the last 4-5 matches.
Tossing Phasma in the lead with Daka as an alt = a decent S-S hybrid. I am not sparing with Daka's heal though; I don't often save it for a revive. I use it early, and Lumi too, so the cooldowns are ready to use again early next match, or to clean up the mess toward the end.
I'll use Dooku and Vader (since I don't have Kylo) in as a C-C. If Dooku is unavailable, I use Iggy. This is my weakest team at this time, and I often drop 1 or 2 suicide squads at need ahead of it to give them an early lead.
