Captain Phasma's is a 60-80% penalty (with higher damage variance), and his leadership ability doesn't also add speed.
I must have misunderstood what you meant, because Captain Phasma's Leader ability grants a 20% chance for an ally to assist, dealing 15% less damage. I don't know where you got the 60-80%.
