Need Advice on My Lvl 60 Phoenix Squad and Space/General Progression

Theoretically ones that start gold are best because they start with 4 secondary stats and a secondary stat will increase 4 times however due to differing importance of different stats the actual situation is that any mod with a speed secondary stat is the best.

Choosing between primaries are important too. Circles can protection or health and protection is usually better. Arrows you always want speed. Squares and octagons never change. Cross you always potency if you have a debuff skill or protection if you are a tank.
