Personally I find myself relying on Hera's expose in a lot of cases to do good damage and the potency cross means I can land it reliably.

And like I said above I find Hera's expose pretty useless since it's only for one hit (after that one hit it won't be the healthiest target anymore so you can't reapply it), the target with the most health (probably the strongest tank) is probably the one I want to hit last, and even when I try to target the "healthiest enemy" I'm usually wrong with my estimate - no expose and no "resist" message. And I still don't know what healthiest enemy means exactly - still assuming it's the one with the highest current health though it could also mean highest % health remaining but I kind of doubt that's the case.
I find it best to take out the most dangerous character I can ASAP (making a cost/benefit judgement call between the danger they pose and how quickly I can take them out). Expose just doesn't work for that purpose since the highest health character is usually a tank, and while tanks are dangerous, the time to kill is too high to make it a priority target. Other targets usually have a much lower time to kill and are just as dangerous or probably more dangerous.
And I still need some feedback on whether my tentative mod plan for Phoenix is good or not (it's pretty much 50/50 based on the feedback from this thread and the gaming-fans guides). As I said above, I know I can't get all those exact stats - it's just a guide for what I'm shooting for.
