Very wise advice indeed. Sadly most of playerbase can't follow it for obvious reasons, and most of those who can probably won't be able to max it until next meta shift anyway.
Fleet metas shift quite slowly. It's hard to believe the meta will switch in ~2-2.5 months, when 7* Negotiators start to pop up.
The key point is "start". Pursuing Negotiator is now obvious for high-end guilds,
