Negotiator dominates fleet arena

Few days ago I read someone discussing that Negotiator 5 stars was not so good.....
But today I can see a full Negotiator ranking from 1st to 13th! Further, 17 of the top 20 and 20 of the top 30 are Negotiator.....
Unfortunately I’m still at 60/145....
The point is.... such discussions remind me when time ago many players wrote that DRevan was not so strong.....

    It really depends on context. For example, personally for me 5* Negotiator adds literally nothing - HMF is enough to be 1st on fleet arena every day (and yes, my shard have Negotiators); fleet isn't used in the GAC; my casual guild never lose TW(somehow we always have huge advantage in matchmaking). If Negotiator will help you in any way - well, ok. But if there is no immediate gain - i'd choose to stockpile.
