Either you need to take away his speed gains from other rebels, take away that tenacity buff, or make him not be able to ignore tanks. Do any one of those three and I think it'll open Revan teams up to competition without ruining the squad.
I think Revan’s OP more so due to the synergy with non-OR Jedi. Take away GK and or GMY and it opens the doors for many teams without outright nerfing Revan.
