It does not say "bonus protection equal to 40% of her max health" which it does for every other person with a similar skill. It simply says "40% bonus protection (stacking).
Put health mods if you want, defense mods might be better, but make sure:
Arrow, Triangle, Circle and Cross are all protection primaries. Speed is NOT the key to Enfys if you want her unique to keep her alive.
