Nest vs Logray (tenacity vs potency)

I'm running Qira and Nest vs the standard Ewok squad. My nest has 131 tenacity and the other guy's Logray has 95% potency. Logray was able to land Daze on Nest on his opening move. Is there a minimum chance to apply debuffs? What am I missing that Logray could still land Daze?

    Chance to resist = Tenacity - Potency
    131 - 95 = 36% chance to resist.

    If you want to resist for sure, you're going to need another 64% Tenacity lol.

    Oh dang, I mixed up the formula and had it the other way where the chance to inflict was Potency - Tenacity.

    There is no such thing as a minimum 15% chance to debuff. There is only a minimum 15% chance to resist.
