Yes, let me quantify my statement by saying that I did get a 4* Bariss from a chromium pull. You certainly need 2 healers to survive the light side battles. Bariss is a beast with extremely high hit points, but hits like a wet towel even at high levels. She is superior to JC at high levels because her heal equalizes health then applies a healing bonus. That can result in massive healing versus JC's paltry heal. If you have the end game in mind, especially if you are spending money, Luminara and Bariss are superior to JC. You should spend your valuable resources there.

No but seriously your advice is wrong, a good advice for newbies would be to level up both at the same time. JC is one of the easiest farmable toons in the game and doesn´t interfere with Lumi. Also as some people said before me, his short cooldown on the heal is key in GW, he is in fact the bread and butter for most f2p teams in GW, although Lumi outclasses him in the arena, so tip for newbies: take both!!!
