Keep in mind, I don't have R2D2 myself (I only started in November), but if you're sure you can get the Empire toons to 6 in time for R2, I'd probably do that, even though I'm not a fan of bailing mid-farm.
If it's possible to get Phoenix done in time to get EP at 7*, I'd say do that, but if you're confident you can't, then I would probably try to get the Empire done.
The reason is, either way you slice it, you're only getting a 6* EP. One route gets you a 6* R2D2, and one doesn't. In both scenarios, you should have Phoenix ready to get 7* Palpatine the next time he comes around as well as 7* Thrawn in his return. From what I hear, R2 is usable at 6*, and having him early allows you to gear him up, so when you do get that final star, you've got him both maxed in stars and ready to go gear-wise.
